Yep, it's an orca. When I was a youngster I went fishing with an uncle by the name of Norman who really loved fishing for salmon. I was more of a lakes and trout fisher kid at the time, but he was in charge of the outing.
Anyway, we saw some orcas (Killer whales to my youthful mind) and Norm called them Sea Pandas. He even for a bit had me believing that they were Sea Pandas and a totally different thing than a Killer Whale.
I now refer to these creatures as orcas. In the back of my mind sometimes they are Sea Pandas though.
This shirt has the design printed large on the back and smaller on the front left chest area.
